If you are a veteran or an immediate family member experiencing a temporary financial hardship, help may be available. 

The Northern Virginia Vietnam Veterans Foundation (NVVVF) is a charitable 501(c)(3) organization that raises funds to support veterans and their families during times of financial crisis. NVVVF does not accept requests for financial assistance directly from veterans. 

Instead, emergency financial assistance is provided through a partnership with Vietnam Veterans of America (VVA) Chapter 227, which administers the assistance program on behalf of the Foundation. 

The process begins with one of our trusted referral partners. These organizations work directly with veterans to understand their circumstances, verify eligibility, assess immediate needs, and identify other community resources that may be available. When emergency financial assistance is appropriate, the referral partner prepares a referral package and submits it electronically to VVA Chapter 227 for review. 

Using secure electronic referrals allows information to move quickly between the referring agency and Chapter 227, eliminating delays associated with paper documents or traditional mail. This streamlined process helps Chapter 227 respond rapidly while ensuring that every request receives careful and consistent consideration.

Before You Contact a Referral Partner 

To help your referral proceed as quickly as possible, you may be asked to provide the following information and documentation. 

Military Service 

• DD-214 or other proof of military service  
• Government-issued photo identification  

Household Financial Information 

Your Resource Specialist or Veterans Service Officer will review your current financial situation to better understand your household's ability to meet its financial obligations. Information requested may include: 

• VA disability compensation  
• Social Security benefits  
• Military retirement pay  
• Civil Service or other pension income  
• Employment income for the veteran  
• Employment income for other members of the household  
• Other regular household income  
• Major monthly living expenses  

Please note: Receiving income—including VA disability compensation, Social Security benefits, military retirement, pension income, or employment income—does not automatically disqualify you from receiving assistance. Every request is evaluated individually based on the veteran's current financial circumstances, the nature of the hardship, and the immediate need for assistance. 

Documentation Supporting Your Request 

Depending upon your situation, you may also be asked to provide: 

• Past-due bills  
• Eviction notices  
• Mortgage delinquency notices  
• Utility shutoff notices  
• Lease or mortgage documentation  
• Utility statements  
• Vehicle loan or repair estimates  
• Medical bills or other unexpected emergency expenses  
• Any additional documentation that helps explain your financial hardship  

Creditor Information 

Because approved assistance is paid directly to creditors, rather than to the veteran, complete creditor information is essential. You may be asked to provide: 

• Name of the creditor or company  
• Mailing address  
• Telephone number  
• Your account or reference number  
• The legal name exactly as it appears on the account  
• Current amount due or past-due balance  
• Due date for payment  
• A copy of the invoice, billing statement, lease, mortgage statement, utility bill, repair estimate, or other supporting documentation whenever available  

Providing complete creditor information at the beginning of the process helps Chapter 227 issue payments quickly when assistance is approved. 

What Happens Next? 

After meeting with you, the Resource Specialist or Veterans Service Officer will evaluate your circumstances, discuss available resources, and determine whether emergency financial assistance is appropriate. 

If assistance is recommended, the referral agency prepares a referral package and submits it electronically to Chapter 227 for review. 

Chapter 227 administers the emergency financial assistance program funded by the Northern Virginia Vietnam Veterans Foundation. The Chapter reviews each referral, evaluates the supporting documentation, and determines whether financial assistance should be approved. 

Many veterans also benefit from additional services provided by the referral agency, including: 

• VA benefits counseling  
• Housing assistance  
• Employment services  
• Mental health resources  
• Financial counseling  
• Connections to other community organizations  

Emergency financial assistance is often just one part of a broader plan designed to help the veteran regain long-term financial stability. 

When assistance is approved, Chapter 227 issues payments directly to landlords, mortgage companies, utility providers, vehicle lenders, repair facilities, medical providers, or other creditors. Payments are generally not made directly to the veteran, ensuring that assistance is applied immediately to the financial obligation creating the hardship. 

Because referrals are transmitted electronically and reviewed promptly, most emergency requests are processed within 48 hours after Chapter 227 receives a complete referral package.
