Step 01
Veteran faces financial emergency
Whether eviction notice, utility shutoff, auto repair or other sudden financial needs, Veteran contacts Government offices, Veterans service organizations or community support groups for help.

Step 02
Partner agency vetting & referral
VVA Chapter 227 Trusted Partners verify veteran's needs and status. Forward referral electronically to Chapter 227 for action with required documentation.

Step 03
Chapter 227 decides within 48 hours
Chapter 227 evaluates referral information and engages other funding sources if necessary. Notifies referring agency of Chapter 227 decision and sends funds to identified creditor within 48 hours if possible.

Step 04
NVVVF reimburses Chapter 227
NVVVF reimburses Chapter 227 for expended funds.

Understanding How Emergency Financial Assistance Works
How does a veteran request assistance?+
NVVVF works through a network of trusted referral partners, including Virginia Veterans & Family Services (VVFS), county Veterans Service Offices, and other participating agencies. These organizations work directly with veterans to assess needs and submit referrals for emergency financial assistance. Veterans who are unsure where to begin can visit the Contact Us page, and we will help connect them with an appropriate referral partner.
Can I apply directly to NVVVF?+
Emergency financial assistance is normally provided through trusted referral partners. If you are unsure where to begin, contact us and we will help connect you with the appropriate organization.
Who can submit a referral? +
Referrals may be submitted by participating organizations such as Virginia Veterans & Family Services, County Veterans Service Offices, and other approved community partners. Referral agencies receive guidance on the application process and required documentation.
Who is eligible for assistance?+
Veterans of all eras of military service who reside within our Northern Virginia service area and are experiencing a temporary financial hardship may be eligible for assistance.
Do I have to be a Vietnam veteran or belong to VVA?+
No. Assistance is available to eligible veterans of all eras. Membership in Vietnam Veterans of America or any veterans organization is not required.
Is there a grant amount limit? +
There is no fixed grant amount. Each request is evaluated individually based on the veteran's circumstances, documented financial need, and available resources. Most grants have been under $3,000, with the average award approximately $1,000.
What information is reviewed?+
Depending on the situation, Chapter 227 may review the nature of the emergency, household income and expenses, outstanding obligations, supporting documentation (such as DD-214, repair estimates, leases, utility bills, etc.), the referral agency assessment, and the veteran's ability to regain financial stability.
Who decides whether assistance is approved? +
Vietnam Veterans of America Chapter 227 administers the emergency financial assistance program. Each referral is reviewed carefully and respectfully, with every situation evaluated on its own merits.
How quickly are requests reviewed?+
Chapter 227 strives to review complete referral packages and coordinate assistance within 48 hours whenever possible.
What expenses can be covered?+
Depending on individual circumstances, assistance may include rent, mortgage payments, utility bills, transportation, vehicle repairs, and other emergency expenses that help stabilize a veteran or family.
Is money paid directly to the veteran? +
Whenever practical, payments are made directly to landlords, utility companies, lenders, repair providers, medical providers, or other creditors.
Will receiving assistance affect my VA benefits?+
No. Emergency financial assistance through this program does not affect VA disability compensation, pension benefits, or other VA benefits.
Is my information kept confidential?+
Yes. Information is shared only with those organizations involved in evaluating and administering the request.
Where does the funding come from?+
Emergency assistance is funded through charitable donations raised by the Northern Virginia Vietnam Veterans Foundation (NVVVF). Chapter 227 may also supplement assistance using its own available resources. Both organizations are operated entirely by volunteers.
What is NVVVF's role?+
NVVVF is the fundraising partner. It raises charitable contributions that support the emergency financial assistance program administered by VVA Chapter 227.
What is VVA Chapter 227's role? +
Chapter 227 reviews referrals, authorizes awards, coordinates payments, and administers the emergency assistance program.
What is the role of Virginia Veterans & Family Services (VVFS)?+
VVFS is one of our primary referral partners and frequently serves as the first point of contact for veterans seeking emergency financial assistance.
What happens after assistance is provided? +
Referral partners continue working with veterans to help stabilize their situation and connect them with additional resources whenever appropriate.
Can a veteran receive assistance more than once?+
Each request is considered individually based on current circumstances and available resources. Assistance is generally intended to resolve a temporary crisis and is typically provided on a one-time basis.
What if my request cannot be approved?+
If assistance cannot be approved, referral partners will continue working with the veteran whenever possible to identify other community resources that may be able to help.
